Jennifer Breakspear has always been passionate about building and supporting inclusive, healthy communities and her commitment to human rights informs her leadership of progressive non-profit organizations. Jennifer is proud to be Executive Director of PHS Community Services Society (formerly the Portland Hotel Society), an innovative non-profit housing, health care, harm reduction, and community development agency serving Vancouver’s Downtown Eastside and beyond.
PHS operates and manages 22 low barrier housing facilities and shelters in Vancouver and Victoria, BC. Previous to PHS, Jennifer led Options for Sexual Health (Opt), the largest sexual and reproductive health care provider in Canada, and QMUNITY – BC’s Queer Resource Centre and has contributed her time, talents and passion to organizations making a difference locally and around the world. Jennifer has a Bachelor’s Degree in Public Affairs and Policy Management specializing in Human Rights Policy from Carleton University.
